These agreements are designed to manage and resolve global conflicts, enforce international law, and promote stability through collective decision-making by its member states.

UNSC 1540 Country Plan
"'The Security Council ...Again encourages States to prepare on a voluntary basis national implementation action plans, with the assistance of the 1540 Committee and its expertise as appropriate, mapping out their priorities and plans for implementing the key provisions of resolution 1540 (2004), and to submit these plans to the 1540 Committee;' - Operative Paragraph 8, Security Council Resolution 2663 (2022)"
UNSC 1540 Matrix
UNSC 1540 - Approved Matrix: A matrix that a country submits to document its actions in support of UN Security Council Resolution 1540 that has been approved by the 1540 Comittee. Whether or not the committee has approved the matrix is indicative of both the country’s willingness and ability to conform to the resolution’s standards and the general approval for the actions taken in support of the resolution by other countries committed to the resolution. In other words, when the committee approves a country’s Matrix, it is giving it a “seal of approval.” UNSC 1540 helps to prevent WMD spread to non-state actors.
